POLICIES AND STRATEGIES
POLICIES:
The following policies will be followed:
To strengthen the administration that considers democratic community participation in decision-making, planning and implementing their own socio-economic development activities.
To advocate good governance, responsibility and transparency.
To develop a council structure that will ensure that poverty reduction issues are properly addressed.
To ensure that the level of revenue collection is raised and that the revenue collected is spent prudently.
To build the capacity of the council to employ, deploy, supervise and develop its human resources.
STRATEGIES TO ACHIEVE COUNCIL OBJECTIVES
To achieve the above named objectives and policies, the council will use the following strategies:
To conduct PRA exercise at local communities using O & OD planning methodology in order to create awareness regarding popular participation in decision making, planning and implementation of development activities
To strengthen primary cooperative societies.
To strengthen NGOs and CSOs and integrate their activities in the development plan of the council.
To strengthen income generating groups for women and youths.
To establish a Trust Fund for farm inputs and implements for the district.
To prepare urban and village land use plans and follow up their uses.
To introduce local farmers’ service centers and practice mechanized farming
To develop small-scale irrigation system.
To advocate and support rainwater harvesting technology.
To promote rural transport/traveling technology.
To promote primary Health Care education at levels with special emphasis on the effects of HIV/AIDS
To address good governance, gender and environmental issues during public meetings, through TV, notice boards etc, at all levels
To involve/encourage the private companies and other investors to establish economic and social services investment with in the district.
